Five years of research carried out by the U.S. Department of Agriculture Forest Services' Northern Global Change Program, contributing to our understanding of the effects of multiples stresses on forest ecosystems over multiple spatial and temporal scales. At the physiological level, reports explore changes in growth and biomass, species composition, and wildlife habitat; at the landscape scale, the abundance distribution, and dynamics of species, populations, and communities are addressed. Chapters include studies of nutrient depletion, climate and atmospheric deposition, carbon and nitrogen cycling, insect and disease outbreaks, biotic feedbacks with the atmosphere, interacting effects of multiple stresses, and modeling the regional effects of global change. This book investigates the relationship between democracy promotion and US national security strategy through an examination of the Reagan administration’s attempt to launch a global campaign for democracy in the early 1980s, which culminated in the foundation of the National Endowment for Democracy in 1983, and through an analysis of the early political interventions of the Endowment until 1986. A case study of the formation and early operations of the National Endowment for Democracy under the Reagan administration, based on primary documents from both the national security bureaucracy and the private sector, shows that while democracy promotion provided a new tactical approach to the conduct of US political warfare operations, these operations remained tied to the achievement of traditional national security goals such as destabilising enemy regimes and building stable and legitimate friendly governments, rather than being guided by a strategy based on the universal promotion of democracy. Results are reported from an investigation of the hydraulics of flow in experimental apparatus simulating nominally horizontal simple and branching drains of plumbing systems. The data are correlated with limited findings in an earlier, unpublished NBS study the results of which have been utilized in current plumbing codes. The need for further research is pointed out, particularly in relation to hydraulic performance of drain systems as affected by steep slopes, drain storage volume, energy losses at stack bases, attenuation of water depths and discharge rates in long drains, and large drain diameters.
